EAST STATE STREET BIKEWAY PROJECT – PHASE I
City of Athens, Athens County, Ohio.


RJM was responsible for the planning, engineering design, and construction administration of this project, which included 8,900-feet of new bike path along an abandoned railroad grade. RJM was responsible for providing the following services associated with this project:

• Preparation of a feasibility study and preparation of cost opinions that were included in
   Transportation Enhancement (TEA) and Clean Ohio grant applications
• Investigation of proposed routes, including alternative destination endpoints and connector
   bike path routes to areas of interest adjacent to the main bike path route
• Identification of land acquisitions required to construct the bike path and assistance to the
   City in the acquisition of those properties
• Management of the engineering design process from conceptual planning through to final
   design drawings
• Achievement of all ODOT milestone dates
• Management of the bidding process for the City of Athens, including requests for
   information from contractors, bid evaluation, and award recommendations
• Supervision of the project on behalf of the City of Athens, including job site visits during
   construction, review of contractor pay requests, evaluation of change orders, and
   technical expertise in response to field conditions encountered during construction
